Dubai's population is projected to reach 7.8 million residents by 2040, up from roughly 4 million as of August 2025, according to figures tied to the emirate's 2040 Urban Master Plan. That scale of growth is the central planning challenge the master plan is designed around: absorbing nearly double the current population without a corresponding decline in quality of life.
Since the Supreme Committee for Urban Planning was established in March 2021, the plan has recorded a series of concrete milestones, including planning for 17,400 residential plots for citizens, development of a new Urban Planning Law, and dedicated master plans for rural and desert areas, public beaches, and green spaces. Reported progress includes a 105 percent increase in green spaces, a 134 percent expansion in hospitality and tourism activity, and a 400 percent expansion of public beaches, alongside a 25 percent increase in land allocated for education and healthcare.
Central to the plan's environmental ambitions is a target for 55 percent of Dubai's population to live within 800 meters of a public transport station, a benchmark intended to support a 20-minute urban network where most daily needs are reachable without a private car.
The master plan also folds in the Hatta Development Plan, extending the same structural planning approach to Hatta, a mountainous exclave that has grown in popularity as a vacation destination for Dubai residents, with revamps aimed at improving connectivity and community wellbeing while preserving the area's cultural and natural heritage.
Property analysts tracking the plan note that Dubai's real estate market has entered 2026 with strong momentum, with further master-plan-oriented initiatives expected to emphasize sustainable development and sustained investor confidence in the years ahead.
